The president of South Korea, Lee Myung-bak, thinks he could create a tax to help cover the costs of combining North Korea with South Korea. However, relations between them may go bad.

In a speech, Lee said "it's time to start talking about reunification of North and South Korea. It would require $1 trillion dollars.

However, North Korea is worried that their government would fall down.
